In its resolution 1999/44 entitled "Human Rights of Migrants",
the Commission on Human Rights decided to appoint for a three year
period, a Special Rapporteur to examine ways and means to overcome the
obstacles existing to the full and effective protection of the human
rights of migrants, including obstacles and difficulties for the return
of migrants who are undocumented or in an irregular situation. Ms.
Gabriela Rodriguez Pizarro (Costa Rica) was appointed as Special
Rapporteur in August 1999.
The Commission (resolution 2001/52 on the Human Rights of Migrants)
requested the Special Rapporteur, "in carrying out her mandate and
within the framework of the Universal Declaration of Human Rights and
all other international human rights instruments, to request, receive
and exchange information on violations of the human rights of migrants,
wherever they may occur, from Governments, treaty bodies, specialized
agencies, special rapporteurs for various human rights questions and
from intergovernmental organizations, other competent organizations of
the United Nations system and non-governmental organizations, including
migrants' organizations, and to respond effectively to such
information."
The Special Rapporteur on the Human Rights of Migrants would like to
encourage the above mentioned actors to submit to her any reliable
information they may posses with regards to violations of the human
rights of migrants. For this purpose the Special Rapporteur has
developed a questionnaire to facilitate the submission of cases.
Subsequently, the Special Rapporteur may decide to raise these cases
with governments to request their comments and observations on the
matter.
